We will walk through a typical application, the two basic types of a discharge from unemployment (quitting and termination), and what constitutes quitting for good cause as well as what termination for serious misconduct entails. We'll discuss the serious illness exception to misconduct. In addition, we will cover the three ongoing requirements to maintain eligibility: able to work, available for work, and actively seeking work. Lastly, if time allows, we will touch on questions related to the base period, fraud, and the reconsideration process. The CLE is designed to provide the basic framework for representing an applicant in the initial hearing.

Catherine Rogers is an administrative law attorney with the Minnesota Department of Education. Her most recent project involves the pending adoption of rules related to the Social Studies Academic Standards. Prior to that, she served as a fraud investigator for the Small Business Administration's EIDL loan program during Covid and has experience as both an unemployment and human services hearing judge. She resides in Jordan, Minnesota with her husband Brynn, their two horses, a Corgi and a Boston Terrier, two tabby cats, and their flock of chickens and ducks.
