Over 1.7 million Americans have now served in the wars in Iraq and Afghanistan. According to a recent RAND study, over 300,000 are now suffering from Post-Traumatic Stress Disorder (PTSD) or related condition and only half have sought help. Untreated, many of these troubled veterans are first surfacing in the criminal court system. In 2008, Minnesota passed pioneering legislation to encourage treatment over incarceration when a veteran's psychological injury played a role in their criminal offense. This program will cover the history and science of combat trauma, special issues that arise in dealing with veterans in criminal court, and an explanation of the new Minnesota legislation and how it is intended to work.
